Like Hole in your Roof, Tulip tends to require multiple chords on top of 
each other... to create the great colours that it does. For the bit at the
start, I have written the basic chords... and in the second time Glenn
sings, "Nobody notices nobody's troubles" there is just a massive colection
of notes and sounds that it is very difficult to hear what chord it actually 
is.. but I think it is basically an E chord.
